As gambling policy debates rage across every facet of the industry, one sector stands out for the uniqueness of its regulatory challenges. Horse racing has, and will likely continue to be, its own beast.
In this clip, Lord Herbert of South Downs makes his case for the special way in which regulators should consider how policies made for the wider gambling sector aren’t always the best when it comes to the horse racing sector.
Lord Herbert said: “I think there’s a very strong case for saying racing is different, and should be treated differently when it comes to policy relating to gambling harm. Which I fear it isn’t.”
Herbert pointed to the roughly £350m in annual financing the sport receives from media rights, sponsorships and the Horserace Betting Levy, before claiming that the risk of problem gambling associated with horse racing was low, similar in danger to scratch cards.
