The UK Department for Culture Media and Sport has criticised English Football League Chairman Rick Parry for his public support of changes to English football competition and reward structures.
It is reported that Manchester United and Liverpool are behind plans for a huge shake-up of the structure of the game in England and an overhaul of the Premier League, with Arsenal, Chelsea, Manchester City and Spurs ready to back what is being called Project Big Picture.
The move would affect media rights, financial compensation, competition arrangements and league governance. It would also see the scrapping of parachute payments to relegated clubs with the Premier League instead distributing more than 25% of its annual income to the lower leagues.
Parry said the plans addressed long-standing funding concerns. However, the Premier League joined the government in criticising the EFL chairman, while a number of top-tier clubs said they had not been aware of the proposals.
